We were disappointed, but not surprised about a University of Illinois study issued last week that says Illinois is the third most corrupt state in America. With one governor in prison and a second waiting to begin a lengthy prison sentence, it is hard to disagree.

We’ve been pushing hard for reforms—some have passed—others have been blocked. Critical measures like Recall and Caps on campaign contributions touted as reform by Democrats didn’t go far enough. House Republicans have long supported and reintroduced legislation this week (House Joint Resolution Constitutional Amendment 28) to expand Recall to include not just the Governor, but all executive officers and members of the General Assembly.
