State Rep. Allen Skillicorn (R- East Dundee): So, Rauner didn’t even try to change minds on the tax increase. He didn’t reach out to Republican legislators…There are legislators who asked Gov. Rauner “Give me a reason not to vote for the tax increase, or I will.”  He never called them back.

Jeff Berkowitz: And, you are saying, Republican Primary Gov Candidate and State Rep. Jeanne Ives

(R-Wheaton) would have tried really hard to change minds if she were there?

Rep. Skillicorn: Even if she failed, she would have tried. And, she would have used that bully pulpit that the Governor has to say this is wrong, there are no reforms- do you really think she would have let 44 reforms go?

Jeff Berkowitz: We have covered the workers’ comp. reform, we have covered the curtailment of the scope of collective bargaining by public sector unions with local governments, what’s the other major reform to cover…what are the other major budget drivers? Education, Medicaid

Rep. Skillicorn: Those are two—and [state employee and teacher] pensions.

Berkowitz: Yes, you haven’t mentioned pension reform…[that you think] we have to transition to a defined contribution system [for state employees and public school and university] teachers, a 401K pension style pension…did the Governor push and take out ads, etc., three years ago as a new governor, for every new employee to be required to be given a 401 K style pension, did he do that?

Rep. Skillicorn: No, he didn’t… and we need to communicate to the public that the math does not work with these old, defined benefit systems.

Rep. Skillicorn: Let’s say the match-up is between Rauner and Pritzker

Berkowitz: Let’s go over to the Democratic Party primary for Governor: JB Pritzker, as you have seen already in the ads he has been running, probably $17 million in TV ads …you can’t say the Dems are the party of the poor…but the Pritzker ads are great ads—you gotta give him credit- nice ads. He says he is going to do what Rauner hasn’t. He is going to make the economy better, he is going to …go out to the people of Texas and say come here to business—his is going to bring IL jobs, he will have an expanded healthcare system from the State for everybody. He is going to have free college tuition, maybe that is Biss and Kennedy, but probably Pritzker, too…he is just wonderful.  Pritzker is running on “Morning in America.” That is what Reagan ran in 1980. So, Pritzker is running on, “Morning in Illinois…in March, 2018
