How Employees beat the CPS Residency Policy

Every year, the CPS OIG goes on a media tour after January 1st to tout their annual report of misdeeds and bad behavior throughout CPS. Yet, the CPS OIG only investigates 14-16 employees out of 140-160 complaints for violating the CPS Residency Policy every year. A whooping 10% of the complaints.

The CPS OIG tells the public they can’t look into the other 125-145 residency complaints each year by saying they’re understaffed, there’s more pressing investigations, or they throw some excuse out there that nobody questions. But, really it’s just a BS as they’ve been given evidence on several employees in violation for anywhere from 2-19 years, they just don’t want to put an effort into making everyone (especially those with clout and ‘juice’) comply with the policy.

One northwest side hugh (Do you get the alumnus hint?) school currently has 16 employees in violation of the residency policy. And, this same school had 6 others in violation the last few years:

– 2 former employees, still in violation, have moved onto another school,

– 1 current staffer in violation is in CPS limbo and not assigned to any school,

– 1 current employee is a questionable violator as they maintain dual residencies, and

– 2 other staffers moved back into Chicago after living in River Grove, IL and Des Plaines, IL in recent years with one no longer a CPS employee after being cut at the end of last school year.

That’s 22 (TWENTY TWO!!!) employees at one school that are and have been violating the CPS Residency Policy in recent years.

You might (might!) find 1-2 residency violators at every school at most. But, 22 is unheard of at one school.

What has the CPS OIG’s office done to investigate all these violators? Nada, zero, zilch.

(NOTE: All of these employees were checked for residency waivers and date of hire, none of them had an active waiver and were all hired after November 20, 1996 when a new residency policy was put into effect by CPS.  Also, all of these employees have been reported to the CPS OIG and Talent numerous times without a response back from the CPS OIG.)

But, truly, the only way any CPS employee (hired after November 20, 1996 and not grandfathered-in with the old CPS Residency Policy that allows a CPS employee to live wherever they want or not having a renewable residency waiver) will get pinched for violating the residency policy by the CPS OIG is if the they do something besides the residency violation. Most often, this employee upsets their administration, fellow staff members, or others in the know people and then these people turn to the CPS OIG for help in getting rid of these so-called troublemakers.

The CPS OIG will become the ‘fixers’ and seemingly pull the residency violation ‘out of their hat’ while looking for ways to get rid of the employee, especially if someone in power deems an employee has to go and they can’t find any legal way to get rid of them. But, don’t kid yourself, there’s CPS people that already know who is and isn’t violating the residency policy and this plays into the CPS CODE OF SILENCE.

If you were to ask any of the former CPS employees caught for a residency violation (and given a Do Not Hire (DNH) designation after voluntarily resigning from CPS), they would likely tell you there was some kind beef with someone or they were a thorn in their side before they got pinched, especially if it was on the wrong side of an administrator or one of the CPS higher-ups. Very rarely will good citizen and well-liked employees get nailed for residency.

So, to all the residency and would be residency violators, I say behave yourself and/or it wouldn’t hurt to legally establish dual residency at your non-Chicago residence and your Chicago one as well to protect yourselves.

A smart residency violator knows they need to be all in on their lie. It’s incredible to read the CPS investigative summaries of how a violator puts all their personal documents in their name at their real address and not at the fake one they’re using to dodge the CPS residency police. Most smart residency violators put their homes in a partner’s name only. And, they make sure all the county assessor and treasurer information, home loans, utilities and other bills, and home insurance are in their partner’s name too!!!

Good residency violators know not to take the homeowner’s tax exemption in their name at their suburban or out of state address if they don’t have a residency waiver or aren’t grandfathered-in to live there. The homeowner’s exemption is based on a someone saying it’s their primary residence.

The best residency violators aren’t cheap either when going all in on their residency lie. They’re careful where they say they live on their car insurance, voter registration, bank accounts, and any account which can identify them and where they actually live.

Taxes??? This is a tough one. Do they lie and say they live at a fake address on their taxes and risk the wrath of the government or give the truth? That’s up to them.

One HUGE thing smart residency violators don’t do is take photos of themselves and family by their real home and post them on social media, especially as it takes seconds to pull up that home on Willow, Redfin, etc to compare photos. And, they don’t let their partner’s do it either.

Smart residency violators know by being a good citizen to everyone and to fully follow the code of residency deception then they can continue to live in Oak Park, Aurora, Niles, Hanover Park, Addison, Mount Prospect, Harwood Heights, Hoffman Estates, Arlington Heights, LaGrange, Highland Park, Elmwood Park, Clarendon Hills, Elgin, Crystal Lake, Lake in the Hills, Trout Valley, River Grove, Lombard, Park Ridge, etc. all they want without anything happening to them.

My hat goes off to all the smart CPS residency violators who don’t pay Chicago property taxes and then laugh at the thought of a commuter tax into the city.
