Read the comments, on my post (linked to here), they are quite description - but not nearly as descriptive as this video of a mummified cat found at the Toronto Humane Society. Warning: This is explicit and tough to watch.

Personally,
I was hoping it was a case of an agency who could shut down or create
problems for another agency, and for political and/or personal reasons (something I can see happening in Chicago, where I live).
Apparently, it is FAR FAR worse.
