Is Bill Daley the political equivalent of a "Made" guy? His own rules? Skips Chicago Mayoral forums & still wins?

--Bill Daley didn’t participate in ANY OF THIS WEEK'S four forums, 0%. F for Billy. Really, if Bill weren't a MADE GUY, the Tribune might write he is a F--k up! [What does his flak catcher, Peter Cunningham, do to earn his keep? write ad copy?]

In short, Bill Daley was a small time fixer with a big salary. People had problems, often related to the law and they needed somebody who could make calls, chum up to the right people and fix their problems politically or otherwise…

Are those [major Chicago problems] the kind of things that the guy who fixes minor government gliches and political problems for rich people can really solve for the poor and the middle class citizens of Chicago…

One of the organizers of LAST NIGHT'S forum…told this reporter that neither Bill Daley nor Toni Preckwinkle responded at all to their invitation. Nothing, nada, bupkus…

If the journalists, forum organizers, forum attendees and other citizens don’t like it, “They can kiss Bill Daley’s ass.”… Bill Daley is betting enough of you voters will do just that. You will not only vote for him, but you will KISS HIS ASS. [Sound familiar?]

Bill Daley is the Chicago political equivalent of a “Made guy.” And, when you are “Made” you can get in a turf war or some other fight, and nobody can kill you without major repercussions. Your killer almost has to get consent from the mob family bosses. And, that ain’t easy. Similarly, our political system is designed to protect MADE GUYS like Bill Daley from his opponents.

Bill’s Dad, Richard J. was Chicago Mayor from 1955 to 1976; his brother, Richard M., was Chicago Mayor from 1989 to 2011; and Rahm was the honorary third Daley, serving as Mayor from 2011 to the present. In Chicago, the Daleys are made guys, including honorary Daleys like Rahm.   

So, in a sense, there was a Daley in the Mayor’s chair for 50 of the last 63 years. Not much room there for Bill then. But, now, the Daley crowd wants a MADE guy. So, they want Billy.

Bill Daley never really ran for office, before. He challenged Gov. Quinn in his re-election effort in the Democratic Gubernatorial Primary in 2013 for about 2 months, and then quit. Bill didn’t much like the lack of respect from the media. He didn't like the way they would corner him in an elevator and ask questions.

They didn’t understand Bill is a MADE GUY. He is a lawyer, albeit without top notch academic or law firm practice credentials.  He was at the politically connected law firm of Daley & George, a very small, local firm, with no offices outside of Chicago. The law firm, at one time or another, had Bill’s father, and brothers Richie & Bill as partners at the firm, with a small number of associates

And, Bill was never the kind of lawyer who wrote great briefs, did fantastic oral arguments, persuaded juries and managed complex deals or large groups of lawyers.

In short, Bill Daley was a small time "Fixer," with a big salary in large part for his connections, not for his legal skills. Not a Dan Webb, big time, white collar criminal defense. People had problems, often related to the law and they needed somebody who could make calls, chum up to the right people and fix their problems politically or otherwise.

Make somebody an offer they couldn’t refuse. If you know how politics, law, business and government intersect and you know the right people, you can fix things.

Bill Daley did all those things. He was a fixer at Daley & George. Then he went to Mayer Brown, which had a lot of cache. It had, at the time, several hundred lawyers, and multiple offices across the country, and perhaps one or two in Europe.

Finally, some legal credentials for Billy, the youngest of the Daley kids.  Then, Billy helped pass NAFTA for the Clintons in 1993-94. That got Billy more cache.

That led to positions at SBC Communications, JP Morgan Chase, U. S. Commerce Department and White House Chief of Staff.

Finally, Bill Daley, was for sure a MADE guy. He fixed things for Bill Clinton and for Barack Obama.  It doesn’t get much better than that.

However, make no mistake. Bill is no CEO, which is what a good Mayor is.  Bill Daley never ran a large organization. Commerce Department? Give me a break. That’s like a large government bureaucracy that dispenses patronage and subsidies for business.  It produces nothing of real value.

Same thing with his bank positions. Bill Daley did government relations. Somebody else ran the business. MADE guys are 2nd lieutenants, not heads of the mob families. They are little guys who fix small matters, minor turf wars. That’s Bill Daley. Not even a Don Corleone.

Does this sound like the kind of guy who understands why Chicago is the most violent city in the country? Why Chicago is one of the worst of the large cities in terms of its fiscal mess, including the pension mess which many say qualifies the City for labelling as insolvent or bankrupt.

A MADE guy is going to understand why CPS is characterized by a grotesque number of rapes & sexual harassment for the last decade and only 30 % of the minority kids read at grade level?  A MADE GUY can fix those major, complex public policy problems? I don’t think so.

If so, why didn’t Daley attend the Unity for Diversity Forum last night, on the south side (24th & Wabash) with about 100 citizens in attendance, on a very cold night. The audience was mostly, but not exclusively, African-American.  The forum was held at the Quinn Chapel, perhaps the oldest AME Methodist church in the City, near Chinatown.

The forum dealt with large, complex problems of fixing education, mental health services, environmental regulation, homelessness, crime, upward economic mobility and police department-community relationships.

This is the kind of thing Vallas does really well at. If Paul could go one on one w Daley, Bill would be A DEAD MAN WALKING!

The forum was sponsored by 15 organizations, including the Rainbow Push Coalition and the NAACP, Chicago southside.

One of the organizers, Charlotte Flickinger, told this reporter that neither Bill Daley nor Toni Preckwinkle responded at all to their invitation. Nothing, nada, bupkus—Crickets. We’ll come back to Toni another time.

Susana Mendoza at least showed the respect of a reply to the Forum organizers, telling them that she couldn’t attend due to her asthma and the sadness of a death in the family.

However, watching the recently re-elected State Comptroller Mendoza on Flannery on Fire on local Fox (WFLD) last night, interviewed by Mike Flannery, her physical and spiritual health seemed okay to this reporter.

Flannery usually tapes his guests on Friday, same day as the show’s first airing, albeit during the morning or afternoon. So, no conflict apparently to Susana doing both the forum and Flannery on Fire.

Of the Burke Four, only Gery Chico showed up for the Quinn Chapel forum last night. Regarding attendance of forums, Chico is doing much better than his Burke Four counterparts.

But, wait, the man who promises in his TV 30 second ads to FIX Chicago’s gun problems, property tax problems, 77 neighborhood economic development problems and violence problems has yet another chance, TODAY, to show he can handle the job.

That is because the Women’s Mayoral Forum will take place later today at the Chicago Temple in the Loop, 77 W. Washington, 1 pm to 4 pm.  The forum is sponsored by the Chicago Women Take Action Alliance, “CWTAA.”

The CWTAA, co-founded by Marilyn Katz about 15 years ago, is certainly legit and has put on many quality, fair candidate forums over the years.

Katz’s assistant tells me all 14 mayoral candidate were invited.

He said the Forum was unable to reach Sales-Griffin in time for him to submit the CWTAA questionnaire, which is used by the moderator in preparation of questions.

But Bill Daley, along with Jerry Joyce, EXPLICITLY declined to submit the questionnaire. So, Bill Daley will be a no show again today.  

Oh yeah, Mendoza and Daley were no shows at the Union League Club of Chicago and Chicago Area Public Affairs Group (“CAPAG”) Forum last Friday.

And, oh yes, a forum at Malcolm X college on the west side, sponsored by Illinois for Educational Equity (‘ILEE”)  was scheduled for Thursday of this week. Prior to it’s cancellation on Tuesday due to the anticipated dangerously cold temperatures, Gery Chico was planning to attend. Mendoza and Preckwinkle notified the Sponsor they had conflicts.

The made guy? Bill Daley? He just didn’t reply to ILEE.   

So, for the four mayoral forums in the last week:

-- Gery Chico planned to, did or will attend all four, 100%

--Paul Vallas planned to, did or will attend all four, 100 %

--Willie Wilson planned to, did or will attend all four, 100%

--Garry McCarthy planned to, did or will attend all four, 100%

-- Lori Lightfoot planned to, did or will attend all four, 100%

--Amara Enyia planned to, did or will attend two of the three to which she was invited, 66%   

--Preckwinkle planned to, did or will attend two of the four to which she was invited, 50%  

--Mendoza planned to, did or will attend one of the four to which she was invited, 25%

So, Bill Daley wins the prize for showing the least respect for forum attendees  and voters.

On the other hand, Bill Daley has raised $5.6 million and has $3.6 million cash on hand. So, in those endeavors, Bill Daley is numero uno, relative to his 13 opponents. Preckwinkle is the closest and she has raised $2 million less.

So, if Bill has never demonstrated his ability to run a large organization like Chicago, why do businesses and individuals want to give him large chunks of money?    

Of the $20 million raised by all 14 candidates, Bill Daley has raised 28%. So, Bill Daley is not like the other candidates. He is a “Made” guy. He doesn’t have to do forums. He will just buy the ads.

Also, Bill Daley doesn’t have to do interviews with journalists who want to see what he knows and how he handles challenging, aggressive but respectful, questions. Again, Bill will just buy all the media and publicity he needs.

Others have to attend forums and deal with aggressive journalists. Not Bill Daley.

As his dad, Mayor Richard J. Daley essentially said: What’s the point of being Mayor, if you can’t hire your SONS, friends and OTHER relatives? The citizens don’t like it? They can kiss my ass. 

Lincoln was wrong. Bill Daley can fool enough of the people enough of the time to win. He is a MADE guy.

If the journalists, forum organizers, forum attendees and other citizens don’t like it, “They can kiss Bill Daley’s ass.” On February 26, Bill Daley is betting enough of you voters will do just that. You will not only vote for him, but you will KISS HIS ASS. 

On the other hand, Bill Daley will no doubt attend a TELEVISED forum this coming Thursday. The Forum sponsor will do Bill a favor. Restrict the Forum primarily to the Burke Four.

That is a safe place for a cupcake like Bill. It is as if someone made the FORUM for a MADE GUY!  But not so good for the top candidates who want to debate the Burke Four. They are unlikely to be on the stage. It is the Chicago way!  The city ain’t broken. It is FIXED.
