State Rep. David Harris (R-Arlington Heights): So, both of them [Quinn and Rauner] they’re saying...leave the [individual state income] tax rate at 5% [Quinn would leave the state individual income tax rate at 5% permanently; Rauner apparently would stagger a decrease in the rate to 3.75 % over four years], that means they have to come to the legislature to change the law and maybe there will be enough [votes]  to do that, so maybe there won’t have to be any cuts in spending, I don’t know-- I think we should be talking about some reductions [in state spending] along the way.


State Rep. David Harris: It is conceivable that I would recommend reductions [in state spending]

Jeff Berkowitz: No, No—

State Rep. David Harris: Jeff, I am not going to tell you that we should reduce [state spending] by ten per cent, I don’t know what the situation is going to be at the time.

Jeff Berkowitz: I will predict that if the Republicans follow your lead...and if Rauner follows your lead, he will lose, the Republicans will lose and you will lose the Governorship and you will forever be the minority party...

  • I pretty much predicted 23 hours, 56 minutes ago that Harris was talking out of both sides of his mouth.

    I believe that Rauner took a step back with his 4 year phase out plan, and still has to say how he'll straighten out Illinois's free fall into fiscal unsustainability.

    However, Harris, like Dillard, pretty much demonstrates that while the Republican legislators don't vote for the budget, they are still part of the Combine and don't get it.
