Jeff Berkowitz: ...Quinn favored this IL income tax increase [from 3% to 5% of an individual’s income]. He actually told people about [his favoring the increase] before he was elected.

Sen. Kirk Dillard: All of the Senate and House Republicans voted no on a 67% income tax increase [2% is 67% of 3%].

Jeff Berkowitz: So, you, Rauner, Rutherford and Brady, you’re telling me, are basically the same [on this issue]. You think all of you would like to repeal the increase in the income tax. Is that right?

Sen. Kirk Dillard: My guess is that is what you are going to hear from all of us.

Jeff Berkowitz: How do you think you differ from Bruce Rauner...

Sen. Kirk Dillard: I’m proven and I’m tested. I’ve run the government of this state once before as Jim Edgar’s Chief of Staff  [1991-93], [Former Governor Jim Edgar] has endorsed me once again for Governor. And, why is that important? ...Because during a Democrat [controlled] legislature, I inherited in the Edgar Administration—we had great people from top to bottom working and Governor  Edgar was a tremendous governor—We inherited a billion dollar deficit in a recession and we left a one and one half billion dollar surplus in the State Treasury. Can you imagine that? A one and a half billion surplus. We paid our bills in 17 days. I said our credit rating for the first time in Illinois history went up. Could you imagine that?   There’s been 12 or 13 downgrades of our state’s credit [under Quinn]. It’s the lowest in America under Pat Quinn. It actually went up under us. But, most importantly, the Illinois unemployment rate was well below the national average, a thirty year low. So, I have a proven record, which no one else does in this race, of getting a Democrat legislature to do things [that are not] in its DNA, like live within its means... And, that’s what sets me apart, as well as a track record of being able to know how to navigate the legislature. And, another thing that sets me aside is I have lived and worked in all of the different parts and regions of Illinois. This is an incredibly diverse and complex state and...
