Tonight’s suburban edition of Public Affairs with Jeff Berkowitz, the only weekly, 30 minute, serious, one on one political economy interview TV show in the Chicago Metro area, features Ted Dabrowski, VP, Policy, the Illinois Policy institute, debating and discussing how to fix the state employee pension mess in a way that keeps the state employee pensions fiscally sound while avoiding drastic "crowding out," of other state government spending and state tax rate increases.
Also discussed are cures for the Chicago Public Schools' dramatically sub-par academic and fiscal performance.
The show, although recorded on April 7, 2013, is still extremely relevant. IL House Speaker Mike Madigan (D-Chicago), the most powerful politician in the State of Illinois, has just released a proposal for State employee pension reform. Proposals from Senate President Cullerton, Republican House Leader Cross and Republican Senate Leader Radogno have been floating around for the better part of the last four months, or longer. The regular session of the General Assembly is scheduled to end on May 31, 2013.
The Good Government types, aka the Goo Goos, e.g., the Civic Federation and the Civic Committee of the commercial club, the Public Affairs committee of the Union League Club, Carol Marin of WTTW, Paul Green of the City Club of Chicago and many others are telling us the General Assembly must reform the state employee pension system by the end of May or the Illinois economy will tank even more than it has and the poor will be roaming the streets even more than they are with no food and health care.
To deal with all of this, Ted Dabrowski lays out a careful plan to move toward 401 (k), private sector, defined contribution type state employee pensions and away from defined benefit plans. Moreover, Dabrowski recommends freezing COLAs, i.e., cost of living adjustments for state employee pensions, for perhaps as long as the next quarter of century.
