Frankly the President did the same thing in 2008.  He went up to Milwaukee and in the campaign... one day he says, we're going to do whatever works- even if it includes [school] vouchers, we're going to do whatever works and the next day his campaign released a statement that said, "When the candidate said we're going to do whatever works, he didn't  really mean that."
