Jeff Berkowitz: I hope Rahm Emanuel is watching this because he wants Chicago to be the idea city.  Eric Zorn, who is a very bright guy and a great Chicago Tribune columnist, said to me, “Well, Jeff, if you have school vouchers-school choice, the Chicago Public Schools would fall apart.”

John Russell, founder of Freedom to Learn, IL, which handed out Fifteen $5000/year nine year opportunity scholarships recently to kids of low income parents in failing Chicago Public Schools ("CPS") that allow the recipients to escape CPS to go to the private school of their choice from kindergarden to 8th Grade, was interviewed on “Public Affairs with Jeff Berkowitz,” on August 12, 2012. The show has been airing around the State of Illinois on the Illinois Channel this week and it will continue to do so through Monday.

Russell wants every child in CPS to have the choice to exit from CPS if he wants and to go to the school of his or her choice.

The Illinois Channel carries a two hour block of programming and John Russell's guest appearance on Public Affairs starts at the  beginning of the two hour block of programming on the Illinois Channel. John Russell: …Our goal isn’t just to give 15 scholarships out. …Our goal is for everyone who came here [200 who appliedfor opportunity scholarships] and many across the City to have the opportunity to attend the school of their choice.

Jeff Berkowitz: You want 400,000 students in the Chicago Public Schools to have the choice of leaving that [public] school, taking their $15,000 which we’re spending now [per kid, per year in the CPS], and going to the school of their choice…

John Russell: That would be a victory..I think it would transform Chicago, it would transform the education—it would give hope to people…

Jeff Berkowitz: What do you say to Eric Zorn?

John Russell: I would say, if you look at the Milwaukee program, which is the oldest [school voucher] program in America [having gone on] for over twenty years—what’s happened there is both the public schools and the private schools have done better. So, the graduation rate ….has gone from 50 to 70%.

Jeff Berkowitz: What studies [of school vouchers] would you refer Zorn to ?

John Russell: There are a lot of studies of that program, but there are independent studies if you go to “School Choice-Wisconsin.” That will lead you to many, many studies.

Jeff Berkowitz: And, there is this book by Herb Walberg on School Choice, that [collects] the findings of many studies across the country.
