Are MLS teams still allowed to make transfers with other international teams past January? and if so, how does that work?
The current MLS transfer window closes on April 15. MLS teams can add players to the roster up until then. On July 15 - the MLS window opens again to coincide with the Euro summer window.
The Euro winter window closed January 31....so any Euro transfers aren't eligible to play in MLS until July 15 unless they are out of contract now.

Sorry Frank, but, as the old saying goes, "That dog won't hunt!" Tell it like it is---you're waiting to make a media splash and the big storm has stolen your thunder, pun intended! If you hadn't played around with this waiting for the "right" PR moment, we would already know. Trying to be too tricky doesn't work on or off the field -- remember, Frank, short direct passes!!!!!!
I doubt that supposedly "major" announcement that the All Star Game will be played in New York this year played in any part in the delay.
The 2 players won't be big names.....at least not as big as DC United and Charlie Davies.

GR -- about that storm -- TWC Meteorologist Mike Bettes says, "This may be the biggest snowstorm the city has ever seen." Forecasts call for more than 24 inches of snow, with snow totals possibly surpassing those of the 1967 and 1979 blizzards.
It's called winter. No big deal.
Luckily, I've been stockpiling batteries, flashlights, canned goods, water, gasoline, generators, armored tanks, beer, and Fire DVD's from when they were actually good. I should have no problem surviving this cataclysm.

The only things the Fire needs are new ownership, new president, new technical director, new coach, and several new top flight players. Last year I called the F.O. and DLC a bunch of amateurs and morons.
Everything that transpired since that time seemingly confirms that statement.
I could understand some delays if the two signed players were well known, but if they are lesser lights
than Davies, what's the big fuss about in the first place.
Since Hauptman has bought the club, each succeeding gets worse.
