Surplus Materials Delays?

I've gotten a couple of emails from folks who are getting told to hold their horses about new purchases while CPS figures out what's available from the closed schools.  Is this happening lots of places or just a few?  Is it any worse or better than previous years?

I thought they did a big inventory of materials before they closed the schools -- you'd think it wouldn't add a ton of delay.

Here's the email some folks have gotten back:

"I received some information regarding your requisitions.  Per the Buyer, "Thank you for your inquiry. Your instructional materials order is delayed due to a surplus of inventory from closing schools. Your order will be reviewed and you will be notified of next steps. This will be for all text book vendor going forward."  If you have any further questions, please let me know.
