Update On Race "Winners"

Lots of folks really wanted Illinois to win the big Race to the Top money -- and perhaps it should have -- but many of those states that won are struggling to make good on what they promised to do, as you can see from the state reports profiling first-year progress.  Nine of the 12 are behind or in danger of failing. So far, the attention and blame have been focused on states like Hawaii and New York that are struggling the most.  But at a certain point the attention is bound to turn back on the Obama administration, which oversold the initiative as being much more transformative than it ever could hope to be, and implemented a deeply flawed awards process and oversight program.
