Can "Positive Loitering" Make Us Safer?

No one gets hurt that I can tell on this video from Uptown a few weeks ago, and nothing really happens.  But it's pretty chaotic and upsetting to watch, especially if you live nearby or have been in the thick of situations like this before. Many Chicago teachers and parents have -- as have many kids.

According to this Time Out story, residents in Uptown and elsewhere are trying "positive loitering" to combat the problem.  An updated version of neighborhood patrols, it sounds like.  Do you think things like this can help?  If not, what will?
