Side deal seals $1 billion school building plan CST
Mayor Daley's plan to use the bonanza of revenue generated by
tax-increment financing (TIF) to go on a $1 billion school construction
spree got the go-ahead from a City Council committee Monday, thanks to
a last-minute promise to a South Side alderman.
