What's puzzling is that Vallas has been traditionally labeled as a numbers guy - a bean counter, whatever you want to call it - that was his job when he worked in Springfield. So how does he let something like this happen on his watch? I don't remember him having any major budget bungles like this in Chicago. Does anyone else?
