Folks in New York City are in an uproar yet again about the practice of assigning excessed teachers to "rubber rooms" -- and paying them -- while they wait an assignment or dismissal (Report: Absent Teacher Reserve Draining City of $74M in 2008). What specifically happens to teachers who are under review or otherwise pulled out of their classrooms or not rehired?
Does CPS have rubber rooms, too? Did it ever? Where were they? I guess that would only happen if CPS had agreed to keep paying excessed teachers, which I don't think it has.
