Who's the best principal in the city?
Every year, AIOs evaluate school principals and CTU puts out its ratings of what teachers. LSCs get to vote every few years on who they think is any good. I'm sure that the CPAA has some recognition programs and officers. And the Board gets to move folks around and make appointments of various kinds (interim, probation, AIO) -- sometimes out of convenience, or politics but also based on their perception of effectiveness.
