Early Learning Council to Release Preschool for All Report
Report served as blueprint for Governors Preschool for All initiative
WHAT: Illinois Early Learning Council will release the report upon which Governor Blagojevichs Preschool for All initiative is built. The report outlines the councils recommendations for Preschool for All.
The Councils efforts served as the blueprint for Governor Blagojevichs Preschool for All proposal, which was recently passed by the Illinois General Assembly with strong bi-partisan support. Preschool for All makes Illinois the first state in the nation to make all 3- and 4-year-olds eligible for state-funded preschool. The FY07 budget includes a $45 million increase to reach 10,000 additional children, with continued aggressive expansion planned over the next several years.

The Early Learning Council was created by state legislation in 2003 to make recommendations to meet the early learning needs of all children by establishing a high-quality, accessible and comprehensive early learning system.
The Councils 52 appointed members represent a wide range of constituencies including schools, the early childhood community, business, law enforcement, the General Assembly, foundation and parents. More than 200 people participated in the working committees that created recommendations for Preschool for All.
