The bottom line? The NYT piece from earlier this week (below) tells only part of the story. Despite the well-known problems, some districts are doing much better with the NCLB tutoring requirement than others in terms of notifying parents, enrolling, and serving kids. Not every district is seemingly at war with the law or the providers.
