NCLB Enforcement in Illinois (Collin Hitt)

Over at edspresso, the Illinois Policy Institute's Colin Hitt strings together news reports and official communications to  detail ISBE and CPS's flawed implementation of NCLB's tutoring and school choice requirements. 

What's new (to me, at least) is news that organizations like the Alliance for School Choice have essentially taken state boards to court for not implementing NCLB, and that the USDE audited ISBE last year and ISBE has yet to produce evidence that it complied with the audit.
