Monique Davis Skipped Over For Education Chair

According to State School News Service ($), Speaker Madigan has skipped over Monique Davis for the Elementary and Secondary Education Committee and instead appointed Rep. Mike Smith (D-Canton).

"Smith previously chaired the House Elementary and Secondary Education
Appropriations Committee. His transfer to the substantive education
committee made it possible for Madigan to avert the potential for
partisan (and other kinds of) polarization
that would have been likely
if he had simply promoted the long-time Vice Chairman Davis to the
committees chairmanship."

I'm hoping someone can tell me what's so polarizing about Davis.  She's most recently quoted in a Sun Times piece defending the state's right to cap the number of charter schools (More charter schools pitched).
