How to Start Fresh: NACSA's Steps to Successful Restructuring

I only heard about NACSA's "Starting Fresh" series of five reports by accident, and even then half thought that it might have something to do with the CPS-CTU "Fresh Start" initiative involving shared governance over some low performing schools. 

Starting Fresh (NACSA's Steps to Successful Restructuring) has lots to do with low performing schools, but it's not something that CTU -- even under Debbie Lynch -- would be likely to support. 

In essence, Starting Fresh is a how-to manual for districts outside Chicago that may want to close low performing neighborhood schools and open new charters -- based on Chicago's experience both with charters and with Ren10.
