Charters and EMOs As Budget Scapegoats

There could be some lessons in the Philly budget mess for other urban
districts, such as Chicago, that are using charters and EMOs. One
lesson is this: When your schools chief is in trouble those charters
and EMOs make great scapegoats. Vallas gets heat on school cuts. Vallas' plan to recoup roughly $75 million includes cutting the number of EMOs serving the district from 45 to approximately 25.
