I have trouble believing that she really meant what she said:
- "[W]e have to break through our kind of private idea that kids belong to their parents or kids belong to their families, and recognize that kids belong to their communities."
- "[We] haven't had a very collective notion that these are our children."
To give her the benefit of the doubt; I think that she's saying that the "whole community" has a responsibility to care all children. However, if she's saying that kids also don't belong to their parents or families, that kids exclusively belong to the community then she is a matchless idiot.
