After Mayor Rahm Emanuel plucked his own chief of staff out from under his pal Terry Peterson, the CTA's board chairman, Peterson has hired a former Daley insider as a replacement. Call it the city hall revolving door?
Joan Coogan, director of former Mayor Richard M. Daley's Office of Intergovernmental Affairs (IGA) , took over as Peterson's chief of staff, reports the Sun-Times. In May, Rahm had hired Theresa Mintle, the former CTA incumbent, as his go-to gal.
Coogan in 2009 took over the IGA, which was at the center of the city hall hiring scandal in 2005.
Mintle had worked in the Daley administration early in her career, and started her CTA career as the Frank Kruesi's manager of governmental relations. She later was hired by board Chair Carole Brown. She's also related to distantly to the mayor. Her paternal grandmother was a cousin of Eleanor "Sis" Daley, Mr. Daley's mother and the wife of Mayor Richard J. Daley, as noted by Greg hinz at Crain's Chicago Business.
