Not only is this a joke about history repeating, but I’m picturing another Groundhog Day-like layer here. I imagine History as a cartoony old history textbook with this world-weary face, patiently trying to teach us humans the same lesson over and over again. However, we just can’t seem to grasp it, despite the repetition. But History believes in us, believes in our capacity to learn and do better. History keeps reframing the same issue in a slightly different light for us. But it’s still not getting through. So History sighs, repeats itself.
