What's up with concrete bus stop pads?

A rider wrote to "Going Public" with a complaint about concrete bus stop pads. The CTA's response is after the jump.

"It seems that no one is paying attention to the cost to the city/CTA in placing concrete bus stop pads throughout the city due to the overweight buses that are crushing our streets and sewer caps.

To top it all off, it seems that once they have the concrete pads completed, the CTA in its wisdom deigns to move the bus stop to the opposite corner, thus starting a whole new round of pad construction. Who's in charge of this and is any real planning being done?"

The CTA responded: "The pads are installed by the city to protect the street where vehicles of heavy weight travel and stop, e.g. buses and trucks.

CTA and CDOT work in conjunction with each other; however, there have been instances where a bus stop has to be moved after pads have been placed. The two agencies  work together to minimize these occurrences.

Bus stops are relocated due to changes in an area, e.g. residential or business additions, traffic patterns. In an effort to help improve travel times, CTA attempts to have bus stops on the far side of traffic lights whenever possible."

What's going on with Michigan ave in front of the northbound Huron stop? Seems like for years, there's been a humongous hole there, it gets patched, and a few short weeks later, it's right back. Same southbound on Michigan between the Outer Drive exit and Oak, also southbound on Michigan at Roosevelt.
