Daley says "shoot to kill" - 1968

In an effort to quell riots leading up to the Democratic National Convention, Mayor Richard J. Daley reportedly ordered police to "shoot to kill" anyone found looting or inciting violence. Daley later denied the statement. (Chicago Tribune Photo)
