Note: The Village of Thornton is misspelled throughout the complaint.
A man is suing the town of Thornton for sexual abuse he says occurred when he was a 16 year old cadet in the town's fire department cadet program.
Stephen J. Wragg, Jr. alleges that in December of 2001 defendant John Klaczak, who was Fire Chief at the time, performed acts of physical and sexual abuse on him when he was 16 years old.
Wragg is suing Klaczak for battery and intentional infliction of emotional distress. He is also suing the Village of Thornton and its boards of fire and police commissioners for negligent hiring, retention and supervision as well as "failure to prevent foreseeable sexual assault" based on a prior information about Klaczak, including the following:
- In July 1997, two individuals complained that Klaczak was involved in sexual and narcotic activity with their minor son.
- In February 1999, a member of the fire department witnessed Klaczak perform oral sex on a minor cadet who was visibly intoxicated.
