"Aldermanic privilege" in Chicago taken to court

In a federal case filed by the Congress Plaza Hotel, the question of aldermanic privilege in Chicago is taken to court. The hotel wants to open a sidewalk cafe, and Alderman Bob Fioretti won't approve it.

The City of Chicago claims that it's past its history of "aldermanic privilege," and that now projects can be passed without the approval of the local alderman. The hotel's attorneys contend the opposite.
