On June 1, 2009, Illinois Treasurer Alexi Giannoulias, with urging from Chief of Staff Robin Kelly, adopted a revised CRA policy, the "Proposing Institutions Commitment to Community Reinvestment" for banks that receive state deposits and investments through the Linked Deposits Program (LDP).
One year later, community reinvestment leaders and advocates will present a public "report card" on which state depositories subject to the policy have create new banking, lending and investment opportunities within struggling urban communities in Chicago, and which banks "needs to improve".
